Manager application is not distributed with tomcat distribution. You need to download it yourself.
A manager.xml is contained in the Manager application package. Modify it to suit your env.
After deploying Manager application, you can send commands to Manager in form of {HOST_NAME:PORT}/manager/{COMMAND}
Commands that Manager application accepts
deploy, undeploy, start, stop, reload, list, serverinfo, resources, roles, session
All these commands output machine-readable results. That means these command are ready to be executed by a program, like ANT. TCD package is an example of such an usage.
On the contrary, {HOST_NAME:PORT}/manager/html offers a web UI for human-begin.
